The Scottish Police Federation represents all police officers in the
ranks of chief inspector and below, about 15,000 people, over 98% of

Award on Pay |
Mr
Joe Grant , General Secretary of the Scottish Police Federation has
welcomed the announcement of the Police Arbitration Tribunal award on
police pay. The award reads:
1.
To allow the Staff Side annual claim and increase the pay
and allowances of the federated ranks by three per cent with effect
from 1 September 2006.
2.
To allow the Staff Side annual claim and increase the pay
of Superintendents and Chief Superintendents by three per cent with
effect from 1 September 2006.
3.
To allow the Staff Side annual claim and increase the pay
of Chief Officers
by three per cent with effect from 1 September 2006.
What
happens next?
The
Constitution of the PNB dictates that the PAT Award has the status of
a PNB Agreement and is binding on both the Official Side and the Staff
Side. Like any other PNB Agreement, the award now goes to the politicians
for a decision to ratify it or not. The politicians involved are Scottish
Ministers (Cathy Jamieson in effect) for Scotland , the Home Secretary
and the Secretary of State for Northern Ireland for our colleagues elsewhere
in the UK . They are not bound by the PAT award and can effectively
make any decision they like.
Mr
Grant said, “if Government Ministers do anything other than ratify the
decision they will seriously undermine police confidence in the whole
negotiating mechanism.”
It
has today been established that Home Office have released to the press
that they have accepted the arbitration result. It is therefore hoped
that Scottish ministers will report similarly in the next few days.
