Douglas Keil, General Secretary of the Scottish Police Federation
said,
"We
are disappointed that this measure has not made it into the Police
Bill at this stage, but we are determined to work with the Executive
and other interested parties to reach a satisfactory conclusion. Our
proposals would make a positive difference for victims. There
is legislation in America , Canada and Australia and we think there
should be here in Scotland too."
