Government announcement on Special Constables

In response to a Government announcement on Special Constables, the
General Secretary said.....
"Special
Constables have a valuable role to play in policing and these payment
schemes have been on trial in Grampian and Tayside. We would
have preferred these trials to be fully evaluated before extending
them to the rest of Scotland. We also have to avoid them being
seen as a paid police reserve."
